is there any way without opening PC and extracting card to identify my dialogic card?
dialogic software says D4/PCI-U

control panel device manager shows 3 options
would like to buy duplicate

Thanks

If the Dialogic Configuration Manager says "D/4PCI-U" then this is pretty conclusive that this is the basic 4 port analog card and not a higher grade "JCT" or "DM3/DMV" type card.

That card (copying picture below) looks to be an old version made for a 5 Volt "PCI" bus only. This is not a "PCI-U" card.

"PCI-U" cards  can go into 5 Volt or 3.3 Volt PCI buses. Their bus adapter looks different (it has two notches in it)

But if you are building a new system then you probably want to get a card made for a "PCIe" (PCI Express) bus.

The Ebay card is not a "PCI-U" card. So it is not a replacement for what you have.

Best to pull out the current "PCI-U" card and see if it is a "3.3V PCI" bus or a "PCIe" bus version.
